This is called a “Witch’s Broom.” This occurs when a branch (in this example a Laurel Oak tree) is improperly cut. When 20 new suckers grow into branches it creates a weak area on the mature limb as the new limbs aren’t spread throughout the limb. The temporary fix is to sever the end of the mature branch removing the sucker growth but the permanent fix is removing the mature branch back to the collar.
